Special Programs

The Teaching & Learning Department oversees state and federal programs and testing.

This office is responsible for the planning, implementation and compliance monitoring of the following federal and state funded programs and the locally funded English Learners Program: 

ESEA (Elementary and Secondary Education Act formerly No Child Left Behind PL 107-110) Programs:
Title I-A (Improving Academic Performance of the Disadvantaged)

  • Purpose: To help ensure that ALL children have the opportunity to obtain high quality education and reach proficiency on challenging academic standards and assessments.

  •  Focus: Establishes schoolwide reform in high-poverty schools, school improvement plans, professional development and technical assistance based on scientifically based instructional strategies, creation of challenging state standards, requires ALL students have access to experienced and effective teachers and administrators. The District is regularly seeking input from parents and students receiving Title 1 services in the form of advising and counseling.

Title II-A (Teacher and Principal Quality)

  • Purpose: Increase student achievement by elevating teacher and principal quality through professional development recruitment, hiring and retention strategies
  • Focus: Emphasizes professional development of staff with especially in the areas of analysis of data, assessment, & instructional strategies in math & reading
  •  

Title III (English Acquisition, Language Enhancement and Academic Achievement)

  • Purpose: Assists school districts in teaching English to limited English proficient children and helping these students meet the same challenging standards required of all students. 

  •  Focus: Establishes annual English language acquisition goals and assessment, participation in state annual assessment, notification of parents concerning program placement and progress, and requires high-quality professional development for teachers. 

EL (English Learners) Program

  • Purpose: Acquisition of proficiency in speaking, listening, reading and writing of the English Language for students whose first language is other than English
  • Focus: Delivery of student instruction in an approved model
  • Immersion: students taught in English only, by a state certified EL teacher
  • Sheltered Instruction: language learners receive instruction from a teacher with content certification and training in best instructional practices/strategies for second language learners

Auxiliary Services to Nonpublic Schools (Ohio Revised Code 3317.16 and 3317.024)

Purpose: To provide funding for textbooks, services and educational equipment to students at nonpublic schools

Comments Sought on Federal Funds

Every year the Lakewood City School District receives funds from the federal government to provide various educational services. District administrators invite comments from the public regarding family and community involvement and the services listed below. Please call the Division of Teaching and Learning, Board of Education, 1470 Warren Road, Lakewood, Ohio 44107, 216-529-4203.

 Title I, Helping Disadvantaged Children Meet High Standards monies provide supplemental instruction in reading, language arts and mathematics to students in the elementary buildings that meet project criteria for service. Funds support staff for services to families and children and purchase equipment and supplies.

Title II A, Teacher and Principal Quality, provides monies to “increase student achievement by elevating teacher and principal quality through professional development, recruitment, hiring and retention strategies.”

Title III, English Acquisition, Language Development and Academic Achievement provides monies to “assist school districts in teaching English to limited English proficient children and helping these students meet the same challenging standards required of all students.”

Title Part B (VI-B), Special Education Early Childhood Special Education monies provide services, support staff, materials and equipment for preschool and school- age students with disabilities.

All federally funded programs provide for participation of non-public schools.
